Ballots Have Arrived! ICNV Endorses Branda Lin for Mayor & Larry Agran for City Council

Ballots for the November 8th election have arrived. In the proud American tradition of local newspapers, Irvine Community News & Views (ICNV) endorses and urges support for those candidates for City office who have earned our community’s trust. 

Accordingly, ICNV endorses former Irvine Community Services Commissioner Branda Lin for Mayor of Irvine.  During her years as an editor and journalist for Irvine Watchdog, Branda helped to shed light on the health concerns of north Irvine residents who are living right next to an asphalt plant (AAA). Branda also reported on the incompetence and corruption at the Orange County Power Authority (OCPA), and has exposed Mayor Farrah Khan’s non-existent Climate Action Plan.

Recognizing his proven record of faithful and remarkably effective service to the people of Irvine, ICNV endorses Councilman Larry Agran for re-election to the Irvine City Council. Over the years, Agran has remained committed to Irvine’s master-planning.  He has led the way or had a hand in just about every good thing in Irvine — open space preservation, the Great Park (instead of an airport!), an amazing community park system, and our award-winning senior and childcare centers.

Irvine’s Biggest Developers are Bankrolling Anthony Kuo’s City Council Campaign

As ballots were being mailed out, Irvine voters began receiving a slew of political attack mailers — funded by a political committee established just days earlier with tens of thousands of dollars in “dark money.” The dark money has now been traced back to mega-developers FivePoint and the Irvine Company.

The shadowy political committee was created explicitly to attack pro-resident Councilman Larry Agran … and to help Agran’s pro-developer opponent Anthony Kuo in the race for City Council.

Over the years, Irvine developers — using dark money committees — have bankrolled disgusting political attack mailers against Agran. Former Irvine Mayor and current Councilmember Larry Agran has a long history of refusing to rubber-stamp massive development projects.

On the other hand, Anthony Kuo has a history of relying on large sums of dark money to attack his political rivals and help himself get elected. Apparently, Kuo is relying on the same political funding scheme again … this time using developer money to attack Agran. (Kuo and Agran are running against each other for re-election to the Irvine City Council.)

City Election Analysis: Agran vs. Kuo for Council

As the founding publisher of Irvine Community News & Views, I have been privileged for 8 years to write my “Publisher’s Perspective” column — weighing-in on Irvine civic affairs.  With election season now upon us, I want to provide our readers with my initial review of the candidates and issues at the forefront of our City’s November 8th election.   

Irvine has a 5-member City Council. Three of the five are seeking re-election this fall. Mayor Farrah Khan is running for a second 2-year term, and Councilmembers Anthony Kuo and Larry Agran are seeking election to a 4-year Council term.  I’ll have plenty to say about the Mayor’s race soon, but for now, I want to offer my “publisher’s perspective” on the Council race.

Councilman Anthony Kuo and Councilman Larry Agran both have years of local governing experience. Of course, both are now Councilmembers on the same City Council, sitting at the same dais. In fact, they are seated next to each other. But the commonalities stop right there. On the central issues of this campaign, Agran and Kuo couldn’t be more different.

City Election Analysis: Irvine Mayoral Race

In 2020, Farrah Khan won Irvine’s Mayoral race with just 47% of support from Irvine voters. Now, she’s running for re-election in November, hoping that her four opponents will split the vote, allowing her to win again.

Khan’s disappointing performance as Mayor includes flip-flopping on the Irvine voter-approved citizens’ initiative to build the state-funded Veterans Memorial Park at the Great Park.

It’s not the only issue where Khan has been on the wrong side. Khan worked with her appointed Vice Mayor Anthony Kuo and Councilman Mike Carroll to establish the Orange County Power Authority (OCPA) using millions of Irvine taxpayer dollars. Beginning October 1st, all Irvine residents will be transferred from their current provider of electricity — Southern California Edison — and automatically enrolled in the new OCPA electricity plan, at a significantly higher monthly rate, unless they actively opt-out.

During the 2020 election, Khan falsely told Irvine voters that she had already created and implemented a Climate Action Plan. It’s been nearly two years since Khan made that false claim and Irvine still doesn’t have a Climate Action Plan.
So, who are Khan’s challengers and where do they stand on these issues?

Khan-Kuo Links to “Dark Money” and Attack Mail Lies

Just days before ballots were mailed out, Irvine voters received political hit pieces in their mailboxes — funded by a Political Action Committee (PAC) established last week with tens of thousands of dollars in difficult-to-trace “dark money.” The PAC was created explicitly to attack Councilman Larry Agran.

Dark money PACs are often established at the very last minute to avoid campaign finance disclosure laws. In this way, big developers and special interest groups can pour hundreds of thousands of dollars into mass-mailing pieces — filled with vicious attacks and outright lies — to sway voters who may not know the facts.

It appears that the PAC responsible for the attack mail has close ties to Mayor Farrah Khan.

Mayor Khan and her hand-picked Vice Mayor, Anthony Kuo (who is running for re-election against Agran) appear to be teaming up to spread lies about Agran’s record and his positions on the key issues in the November 8th election.

Khan & Kuo: They Are Doing Everything in Their Power to Undermine Our Local Democracy

While much of the news in recent years has focused on the erosion of democratic norms and values at the national level, here in Irvine we’ve also witnessed an extraordinary assault on democracy by Mayor Farrah Khan and her appointed Vice Mayor, Anthony Kuo, who are now running together for re-election to the Irvine City Council.

As soon as she took office in December 2020, Khan teamed with Kuo to implement the undemocratic “Rule of Two” with regard to City Council business, preventing duly-elected Councilmembers from placing items on the City Council agenda for discussion unless another Councilmember supported that discussion.

Khan and Kuo also sought to stifle the public’s right to participate in local democratic government by pushing the public comment part of each City Council meeting to the very end of the meeting, often well past 10pm. After months of public outcry, Khan and Kuo backed off and allowed citizen comments to be made earlier during each meeting. However, they cut the time limit for each speaker from 3 minutes to a measly 90 seconds and instructed the City Attorney to interrupt speakers who stray, even slightly, off topic. So much for the First Amendment!

Khan-Kuo-Carroll Electricity Tax Forces Irvine Residents to Pay 18% More for the Same Renewable Electricity SCE Provides

When Mayor Farrah Khan, her appointed Vice Mayor Anthony Kuo and Councilman Mike Carroll established the Orange County Power Authority (OCPA) using millions of Irvine taxpayer dollars, they promised residents that we would be receiving greener energy at a lower monthly rate than what is provided by Southern California Edison (SCE).

There was also a 2020 City staff report based on OCPA data that claimed the City government itself would save money on its own $5 million per year electricity bill once the City was transferred from SCE and enrolled in OCPA.

We now know those were all flat-out lies. In fact, the City’s own electricity use was transferred over to OCPA this past April, and the City is now spending $100,000 per month more for electricity — paid for with Irvine taxpayer dollars!

The City Council is Set to Vote on Massive Development Projects at the Great Park … Without Any Input from the City’s Planning Commission or Irvine Residents Who Will be Impacted

On Tuesday (September 27th), Mayor Khan and Vice Mayor Kuo are set to push through several huge development projects at the Great Park. Khan and Kuo want the Council to approve these projects, which will cost Irvine taxpayers hundreds of millions of dollars, even though there has been zero input from the City’s Planning Commission, Transportation Commission, or Finance Commission.

Even worse, there has been zero input from the residents who live in the Great Park neighborhoods, and will be impacted by these huge development projects.

Khan and Kuo’s so-called Framework Plan for the Great Park includes hundreds of millions of dollars in new projects: a 15,000-seat outdoor amphitheater run by Live Nation; a water polo facility; and a huge botanical garden that will replace the voter-approved Veterans Memorial Park. (The City has been warned of a potential lawsuit for willfully ignoring Irvine voters — and Irvine’s own City law — by refusing to build the Veterans Memorial Park.)

Embattled Irvine Mayor Faces Tough Re-Election Campaign

After breaking a number of campaign promises she made to voters back in 2020, embattled Irvine Mayor Farrah Khan appears to be headed for a tough re-election campaign.

When Khan first ran for Mayor in 2020, the local Irvine Democratic club enthusiastically supported her candidacy with many of the club’s members volunteering their time and donating funds to help Khan.

Less than two years later, the same Irvine Democratic activists are refusing to support Khan for re-election in the upcoming 2022 Mayoral race.

With local Democrats fleeing, Khan appears to be teaming up with her Republican Council colleague Anthony Kuo. Kuo and Khan — who are aligned on all of the major issues facing our City — have been out in the community over the past few months, posting “selfies” on their social media accounts.

Mayor Khan & Vice Mayor Kuo Push Through Projects Impacting Traffic Without Planning Commission Review or Community Input

Mayor Farrah Khan and Vice Mayor Anthony Kuo — joined by Councilmembers Tammy Kim & Mike Carroll — have taken a first step in adopting a Great Park “framework” development plan, despite numerous unanswered questions regarding cost, traffic, noise and other concerns associated with the proposed construction projects.

The new Great Park framework includes three troubling items: A massive 14,000-seat amphitheater; a $250 million aquatics & water polo facility for elite athletes; and a super-sized botanical garden.

The proposed amphitheater will seat 14,000, slightly smaller than the Hollywood Bowl. Given the fact that the amphitheater will no doubt affect so many neighborhoods here in Irvine, why wasn’t the City’s Planning Commission asked to conduct a thorough review of the project before the Council pushed it forward?

The $250 million water polo complex does not seem to offer much in the way of everyday use by our City’s residents. And, it’s still unclear who would be paying for this facility’s construction and upkeep.

The super-sized botanical garden is about the same size as Huntington Gardens in Pasadena that attracts 800,000 visitors annually. How will Irvine handle that kind of traffic every weekend? And, where are these out-of-town visitors going to park? Who is going to pay the hundreds of millions of dollars to build a botanical garden? And, who is going to pay the tens of millions of dollars in annual maintenance fees?
