In celebration of Women’s History Month, Irvine’s State Assemblymember Cottie Petrie-Norris hosts an annual “Women of the Year” event to publicly honor women throughout the 73rd Assembly District for their extraordinary leadership and community service achievements.
We’re excited to announce that Irvine’s 2026 Woman of the Year is Noelle Smiley!
Serving as Assistant Chief for the Irvine Police Department, Smiley is the second-in-command and a key leader in overseeing departmental operations, strategic initiatives, and community safety programs. She is a veteran law enforcement officer with nearly three decades of experience. Smiley started her career with the Los Angeles Police Department in 1997 and joined the Irvine Police Department in 2000.
Before becoming Assistant Police Chief, Smiley served the City of Irvine as a Patrol Officer, Detective, Field Training Officer, Patrol Sergeant, Detective Sergeant, Patrol Lieutenant, and Operations Division Commander.
She has received several awards, including the Meritorious Service Award, Community Service Award, and two Unit Awards. She was also a recipient of the City Manager’s Above and Beyond Award.
Smiley’s work reflects a deep commitment to public safety, integrity, and the collaborative values that define the Irvine Police Department’s mission to protect and serve all who live, work, and visit the city. Her leadership has contributed to Irvine’s reputation as the Safest Big City in America, with an emphasis on community-oriented policing and partnership with residents.
